I remember having a similar problem in FTP before - from memory I think we had a loop pinging the url and only procedding with the send if the ping suceeded. If unsuccessful the process waited a few seconds and tried again (to a limited number of retries). This may not be an HTTPAPI thing since the API correctly finds the local DNS as a means of resolving the IP address.
