thank you for the answer. In the first release of pgm I use ftp passive but
I had another error and the owner of server ftp told me do not use the
passive mode. About the NAT gateway , I know that the server ftp has one but
if it wouldn't be compatible why often it works fine?

You appear to be running behind a NAT gateway that isn't compatible with
FTP.
Your best bet is to try passive mode. You do this by calling:
callp FTP_passiveMode( session: *ON );
