It's not wacky at all.  They give out different IP addresses in order to 
balance the load over multiple networks -- remember CNN has to handle 
millions of requests.

They probably hire Google to help them manage the load, with having 
different servers in strategic locations, etc.

What's wacky is using IP addresses.  Not a valid way to do it.  Use DNS 
-- that's what it's for.
