HTTPAPI version 1.18 released.

It's official... HTTPAPI version 1.18 is now the current release.  It's 
available on my Web site at

http://www.scottklement.com

This release is primarily a bug fix release.  There are many fixes 
related to XML parsing, CCSID translation and error reporting.

This release also contains the following new features:

   -- Support for HTTP proxies.
   -- Support for XML parsing via temp files
   -- Support for XML namespace processing
