Trevor,
You're running out of descriptors.  For some reason you have more than 200 descriptors open at the same time in your job.  Descriptors are used for IFS files, pipes and sockets.   So for some reason you have more than 200 of them open at once.
Most likely it means you're opening them and not closing them somewhere in the job.  Eventually, this adds up to having too many open, and FTPAPI then fails when it tries to use the next one.
