We use HTTPAPI for two different flavors of address validation: city/state/zip from UPS and street-level validation from USPS.
The USPS integration is new to us and still in limited use, but will ultimately replace all of the UPS city/state/zip checks. If you wanted to stay 100% UPS they have their own street level validation web service too.
Both services require you to sign up for a developer account and you may need your account rep to get you access to the street-level validation tools.
I posted an example service program with the UPS code on my website (www.opendave.com).
