The data in the file doesn't appear to be CCSID 1252.  Perhaps you are 
marking the file with the wrong CCSID (or keeping the default) when you 
download it?  (but... read on...)

The CCSID marking on the outside of the file doesn't matter to HTTPAPI's 
XML parser, however, unless you specify HTTP_STMF_CALC -- which I 
wouldn't recommend.

So I think you're following a red herring by looking at the CCSID with 
WRKLNK.

Hmmm...  thanks for the XML file.  I'll give it a try and see what I can 
find.
