As a test, I created a new "beta" (experimental) version of HTTPAPI that does not use the 28-byte fdsets. Can you give it a try and see if it helps you? You can get it from:

the installation instructions are the same as the standard HTTPAPI versions, which are found here:
http://www.scottklement.com/httpapi/
Please let me know how this works for you. If I get good feedback from testers, I will this the "new normal" way for HTTPAPI to work.

It makes sense because peFDSet is only 28 bytes.I’ve re-run the same request immediately after this error and it works just fine. If I happened to be running it interactively I have to sign-off then sign back on first.
