The problem lies on your v6r1m0 box. It is too old to handle newest SSL protocols, you should consider ugrading it to 7.3 or better 7.4. v6.1 is even out of maintenance so there's no way you could grab the needed updates.
You can try to set up a windows or linux box that grabs data from the webservice and store the results into a folder shared qith as400, later from as400 you could read those files...
