As to using it from COBOL. Yes you can do it but it is much harder than from RPG because all of the interfaces rely on prototypes - and those don't exist in COBOL. The result is that it is much harder to build the parameter lists.
That said I'll be more than happy to try and help you resolve any issues pif you want to give it a go.

since COBOL is an ILE language you should be able to use a SRVPGM
written in RPG, but I'm not a COBOL expert.

You can use it in 7.1, you have to install the version without he
