That's one possible issue.  If it's not set up, it most likely is the problem.

If it is set up you may need to provide more details on the error itself.

so far as we're aware, set up for secured Telnet. I've gotten so
accustomed to *serving* https with Tomcat, which uses JSSE, and doesn't
care about DCM or system SSL support.)
