I was initially trying to use the HTTPAPI command.

In the end I was able to use the technique in EXAMPLE4, encoding the username and password as form data and using http_req with success.

How are you executing webservice, via HTTPAPI command? You can try by giving any valid IFS path in upload parm and it should work.
