FTPAPI does not officially support SSL/TLS.  There have been patches to enable it that were provided a few years back, but they broke backward compatibility, so were never included in the distro, and are unsupported.

The FTP CL command is an IBM product, and is not in any way related to FTPAPI.
    
I do not recommend FTP over SSL, it is not a well-designed protocol.  I recommend using SSH if you require an FTP-like interface in a secure environment.  IBM provides a no-charge port of OpenSSH with IBM i that runs in PASE, it provides an "sftp" command that provides an FTP-like interface.  This is much more secure than FTP over SSL, and does not have as many flaws in the protocol design as FTP over SSL.  That would be my recommendation.  If you do not need all of the features of FTP, and just need to send files securely, HTTP over SSL works very well.  Web service calls are often used for this sort of thing, depending on your needs.However, this is beyond the scope of this mailing list!  This list is for supporting FTPAPI, HTTPAPI and WSDL2RPG, it is NOT for discussing the best software for you to use.  Please use a different forum for that sort of question.
