unkown extension in database file

I'm getting an "unknown extension in database file when I attempt to
upload the HTTPAPI to a new server...

Downloaded the latest version from Scott's site and then ftp'd into the
server (v7r1) issued binary and tried to execute a put.

I'm executing this from a windows 8.1 machine if that makes any
difference.  I also made sure I was in the appropriate directory on the
windows box as well.
