SV: SetError() #13 - An Exception was thrown into the server

I may be way off here (I know very little about using soap/xml), but since the xml namespace is named v1, shouldn't the elements inside the soap envelope be prefixed with v1:, i.e.

<v1:SmallParcelRequest>  ... </v1:SmallParcelRequest>

At least that would explain why none of the elements are being recognized as valid parameters.
