RE: Error: Binder not found for soapaction = null



You are not specifying the SOAPAction parameter and I think you need to.  If I understand everything correctly I think its value should be "GPSOA_Shipment_SmallParcel_WS_SmallParcelShipping_Binder_ProcessSmallParcelShipment"
