Toby,

HTTPAPI is HTTP client software.   It doesn't know or care about the 
format of the data it is sending.  You can use it to send JSON, XML, 
Form-Data, or a format of your own invention.  It doesn't matter.

However, the subject of your message says "serve up", which implies you 
are not looking for client software, you are looking for server 
software.  Is that right?

If so, try Apache.

As for parsing/generating JSON from an RPG program, I have a separate 
open source tool for that called YAJL.
