This is really a good question for someplace like Midrange but to get you started quickly...
 
There is documentation on using the free "Integrated Web Application Server for i" here: 
http://www-03.ibm.com/systems/i/software/ias/documentation.html
I think it includes configuring some sample applications that can be downloaded so you don't have to "create" anything. Just follow the instructions and you will have an application you can use.

There are also several other articles, pdfs, ppts, etc that talk about it. Google that term and you find an example to follow.
