HTTPAPI isn't going to be of much use...
HTTPAPI is for the flip side of your requirement, making connections
to a server using HTTPS/SSL...
Take a look at CGIDEV2 to meet your needs....

I don't believe your sever app itself will have anything to do with
HTTPS/SSL that's all handled by the Apache server that invokes the
app...
You'll want to join the WEB400 list and probably the EASY400 yahoo group...
