This is an authority error.  The user does not have access to the file 
(sometimes called "key database", other times called "certificate 
store") that the SSL certificates are stored in -- and therefore cant 
run the SSL routines.

Have you followed the instructions for granting authority that are 
outlined in the README member included with HTTPAPI?
