The line with the error in HEADERR4 is:

 3324 c                   eval      %subst(header:1:len)= val

The value of len is 16, header do not have value because the pointer is
invalid.

I am sorry you cannot reproduce the error because I am calling a web
service in the server of the company. I am attaching the WSDL. 

The program that consume the service is GetPhonesByMem, it is attached
too.
This procedure is called in a report thousand of times, I am looking a
different way to do yhis, because I created the procedure to be call
interactively 1 or 2 times in a program. 
Anyway the process works ok except that in record 12,800 give me the
error, after answering G continues ok until the end.

It is like that XALLOC do not allocate enough memory.

Maybe you can give me an idea.

If you need more info let me know

I would have to debug the code to get more information about the 
problem.  Can you tell me how to reproduce it so I can debug the code?

If not, can you tell me which of the source lines you posted contains 
the error, and what the values of p_Header, len and hdrs are?  That 
might help (but I'm not promising anything.)    Knowing how to reproduce

the problem would help a lot more.
