If you share the debug log, it would be easy to see what is actually happening.

Check CFGTCP - Work with TCP/IP routes. There should be entry similar to this:
*DFTROUTE        *NONE            172.22.0.254     *NONE   

The IP address should be the same the default gateway on your PC when you do ipconfig.

This shouldn't be a problem if you can ping outside servers from the as400. "Ping yahoo.com" Does it work?                                               

However, if you are not getting a route. Try tracing it:
 Trace TCP/IP Route (TRCTCPRTE)
