Make sure debug is turned on in the example code (EXAMPLE18 is on by default). Run the program. Then look in the IFS for the debug file. (wrklnk '/tmp/httpapi_debug.txt')

WEBSERVIVEX is notorious for being unavailable for their public services. Right now, I couldn't reach them (HTTP/1.1 503 Service Unavailable) because "Server is too busy".
