That sounds like a dns problem. Do you have the dns information setup on your system? 
>From the command line type CFGTCP press enter and then take option 12. I'm assuming your system I is not your dns server. If that's true you can specify the ip address of you dns server in the field labeled Domain Name Server: (Keyword is INTNETADR). 
I suppose you could also manually add the host to your host table by taking option 10 from the CFGTCP menu, but you would need to know the ip address that ics2wstest.ic3.com resolves to. In the long run you would want to get your system pointing to your dns server though.

I changed a version number and put in a different password.  This time I got the following error:

SetError() #13: HTTP/1.1 400 No Host matches server name ics2wstest.ic3.com
