missing http_parse_xml_string procedure?

Hello - I was trying out your tip on Reporting Weather from Sign on screen.
After downloading everything and running the INSTALL program, I was not
able to create the LOCWEATHER program. It seems that the service program
LIBHTTP/HTTPAPIR4 does not contain the http_parse_xml_string procedure.

Do I have the wrong version of LIBHTTP or am I doing something wrong?
