"Cannot resolve to" is another way of saying "can't find".  What it's 
telling you is that it can't find the EXPAT service program.  The second 
message you posted said the same thing for the HTTPAPIR4 service program.

When you run the INSTALL program for HTTPAPI there's a screen where it 
asks you whether HTTPAPI should be found in the library list, or whether 
it should be hardcoded as a given library (such as LIBHTTP).  If you 
tell it to use the library list, then you'll get the "Cannot resolve to" 
error whenever LIBHTTP isn't in your library list.
