The problem is that the value of HTTP_ASCII was changed from 819 to
367. That setting does not work (at least) on our German box.
Okay, thanks for telling me. There was another problem reported that
was similar (except it was from a French box.) I didn't realize that
367 didn't work in so many places! The reason I used it is because I
was re-reading the HTTP standard, and the official character set for the
HTTP protocol is US-ASCII (which is 367)
But, 819 has always been close enough that there haven't been problems,
so I'll change it back.
