I guess it could be a CCSID issue.  FTPAPI is expecting that the first 3
characters it receives from the FTP server will be the ASCII characters
220.  It uses the translation table (CCSID setting) to translate the ASCII
characters (x'323230') to the EBCDIC characters (x'F2F2F0').

The problem is that the first 3 charcters it receives are not translating
to x'F2F2F0'.  This could be caused by a CCSID problem, but it could also
be caused by a non-standard FTP server that doesn't send 220 like it
should.

Hard to say, since there's no information in your job log. But maybe 
this'll help you figure out what to do...
