Pre-create the file.  If it's supposed to have an 80-byte record, type:

    CRTPF FILE(mylib/myfile) RCDLEN(80)

The problem you're encountering is due to the fact that FTPAPI needs a file
to store it's results in.  It looks, and there isn't any file with that name
in the library.  It needs to create a file.

There's nothing sent from the remote computer that tells it what the record
length should be.  How does it know what to make the record length? 
IT doesn't.  So it has to pick a number without any information to go by. 
And the number it picks is 1024 (always).

How can you tell it what the record length SHOULD be?  Create the file ahead
of time.
