IF you step through the program in debug pressing SHIPF + F10 does it
step into the UpsTrackReq subprocedure or does it error out on line
1525?

EXAMPLE16 contains a routine called "UPSTRACKREQ" which is what I assume
you're referring to. (There's nothing named, simply, "UPSTRACK", unless
that's something that you wrote.)
My problem is I can't even begin to look into the problem. All you've
given me is a statement number, and that statement number will be
different on my system than it would be on yours. (Because I've added
new, unreleased, features to HTTPAPI since putting it om my site.)
Without knowing which line of code that statement number refers to, I'm
pretty much lost.
a) Compile the EXAMPLE16 program on your system.
b) Look in the compile listing for statement number 1525
c) Post the line of code for statement 1525 to list mailing list.
