What code point does the apostrophe in "CABELA'S" get mapped to when you convert it to ISO-8859-1?

I am using the encode subprocedure in CGIDEV2, to encode the ampersands in vendor XML order documents.

1.  Last week, sent an order to first vendor, and customer name CABELA'S
was accepted.

2.  Today, a different order to another vendor, and his server kicked out
the name.
Both vendors response files say:  <?xml version="1.0" encoding
="ISO-8859-1"?>

Any clues as to why one accepts and one does not?
