Does the user calling the program have access to the key database? The
key database is part of the certificate store, and is stored in the IFS.

If you're utilizing the *SYSTEM certificate store, the database can be
found in the /QIBM/USERDATA/ICSS/CERT/SERVER directory of the IFS.

If you're using a different certficate store, it's located wherever you
put it :)

Does the user have access to those files? He'll need read (*R) access to
the key database, and read/execute (*RX) access to the directory it's in,
and the directory that the directory is in, and the directory that that
one is in, etc.
