I assume that he's using FTPAPI.  Since FTP_put() is one of the APIs in 
FTPAPI, and since this is the FTPAPI mailing list.

Since he's not using IBM's FTP command-line client, he won't need to 
generate a script dynamically or anything like that. FTPAPI is purely 
program-driven and variable-driven.
