Only if you want to connect to your own AS/400! HTTPAPI is so you can connect to a web server but does not require one to be installed on your system.

That said, IBM provides a web server (well, two, but you should probably use Apache) as a licensed program. I think you said you are on V5R1, so your info may be a little different.
