Sure!  The instructions are sort of guidelines rather than hard & fast rules.  The given library, LIBFTP is a convenience for distributing the code, and nothing more.

Not at all!  Because you have the source code at your disposal you can make any and all changes you want.  I created an FTPAPI binding directory and put FTPAPIR4 *LIBL in there, and used that on my H-specifications.  Then you can put the service program any place you wish.

This isn't like a complete commercial product; it's a service program that lets you expand your existing code.  It comes with the source code that you can examine and modify, so you can return improvements back to the project.  In essence, it is very much like changing your own in-house code to add some new functionality.  I hope this helps you build a case with your operations manager.
