Err, I should qualify that, I gave this answer a bit too quickly.

The OS/400 support of SSL requires the HTTP server.  I've always thought
this was silly, but alas, they didn't ask me my opinion when they set
things up :)

So, HTTPAPI does not require the HTTP server *unless* you use SSL.  If you
compile it without SSL support, it does not require the HTTP server.
